Now click on Palette #28 to select it.

Now put 299 in the Hue Shift there on the left.
Of course if you use a different color fill you may need to select a different Hue
color to match your fill colors. You can click on the color bar there to get different Hues.

 

Now in the next box that comes up, select the pattern on the top right,
or the one that looks like the one I have circled here. Then click OK.

Keep it selected and again go to Image...Plugin Filters...Greg's Factory Output Vol 2...
Spotlight. Use these settings..or you can play with the settings and maybe get one you like better.

Keep it selected and go to Image...Effects...Drop Shadow...use these settings.

Black
Opacity = 53
Blur = 4.1
Horiz. = 1
Vert. = 1

Now you can de-select it. It should look something like this.
